The cops gave me the name of a retired detective?
Without giving too many details, I was having trouble with someone who already has a criminal record, though no "real" crime has been committed. I was given the name of of a retired detective to help me out who is charging a lot of money. Is this legitimate or is this just so the cops can get rid of me? He claims if he finds enough evidence over time he can have him arrested. Is this just a scheme for the guy to make money or can he actually help me?
If there is no crime....law enforcement can't do anything. They don't have the resources to spend their time investigating non-crimes.
However, the retired detective may be working as a private investigator now. Not uncommon for retired law enforcement. You can hire a PI to look into it. And yes, PI's are very very expensive.
