In what chapter and verse did God hand its reign over to Satan?
Oh and I don't have time to go through the Bible, I have a deadline. For the smart arses.
Yes I called God it, that's because God is a spirit, not a man.
But please, I would really like to know the answer to my question.

Frankly, Scarlett, I'm not sure I should be contributing to an answer to this question, since a nom-de-plume of "crapface" makes me very leery of your sincerity. However, you said that you "would really like to know the answer," so I shall respond. In addition, I shall keep an eye on your personal profile to see if you do anything about changing your public image. If you do not, I shall know that I have definitely wasted my time.
Anyway, here we go!
This is an excellent question; so good in fact that the answer to it literally involves the life of each person on this planet.
You will not find a Biblical statement saying "God handed his reign over to Satan." Despite that, there are many Bible reference that will show you that such a thing actually did take place.
One stands out to me, because you can read of the effects of such a transaction in the world's media. TV news and the print media are flush daily with reports of the results of that implied exchange.
Bible - 1 John 5:19 "The whole world is lying in the power of the wicked one.'
Bible - 2 Corinthians 4:4 - Satan is here referred to as "the god of this system of things." He is cited in that same verse as having "blinded the minds of the unbelievers, that the illumination of the glorious good news about the Christ might not shine through."
Reason on a little logic with me: In the Garden of Eden, Eve, and subsequently Adam, were deceived by Satan, who very clear indicated that God, Jehovah, had lied to Adam, when Jehovah instructed told the man to keep his hands off the fruit of a certain tree. The tree was identified as 'the tree of the knowledge of good and bad."
Satan forthrightly told Eve, who relayed the message to Adam, that their consuming the fruit of the "tree of the knowledge of good and bad," would cause not result in their deaths, as Jehovah had said. Rather, Satan told her, "your eyes are bound to be opened and you are bound to be like God, knowing good and bad."
This shows that, while Adam and his wife were free to choose which course they would take, being free moral agents, the choice of "good and bad" was not left up to them. Notice, though, that all through Bible history, Jehovah NEVER gave to humans the right to rule themselves. He always retained that for himself.
So the rightful ruler of the universe is Jehovah, the God of the Bible.
However, in light of the changed circumstances of the couple in Eden, the human part of God's universal family, a challenge was raised to Jehovah. It was as if he had been slapped in the face with a gauntlet. Satan had taken the loyal worship of Adam and Eve for himself.
As a God exacting exclusive devotion from his creatures, Jehovah, reasonably, should kill Satan and Adam and Eve, and start again with a new human couple.
But, wait! His only-begotten Son, the Archangel Michael (whom we call Jesus), and "myriads of myriads" of angels are looking on. "Hey could Satan be right?"
An illustration of this entire scenario will help us to understand the setup. [Quoted verbatim from "What Does the Bible Really Teach," page 110-11, a 2005 publication.] A teacher is telling his students how to solve a difficult problem. A clever but rebellious student claims that the teacher's way of solving the problem is wrong. Implying that the teacher is not capable, this rebel insists that he knows a much better way to solve the problem. Some students think that he is right, and they also become rebellious.
What should the teacher do? If he throws the rebels out of the class, what will be the effect on the other students? Will they not believe that their fellow student and those who koined him are right? All the students in the class might lose respect for the teacher, thinking that he is afraid of being proved wrong. But suppose that the teacher allows the rebel to show the class how HE would solve the problem.
Jehovah has done something similar to what the teacher does. Remember that the rebels in Eden were not the only ones involved. Millions of angels were watching. How Jehovah handled the rebellion would greatly affect all those angels and eventually all intelligent creation. So, what has Jehovah done? He has allowed Satan to show how he would rule mankind. God has also allowed humans to govern themselves under Satan's guidance.
In the elapsed time field, you're probably saying why has God allowed so much suffering in the world while Satan tries to prove the value of his claim. Well, just as it would take time for the student to present his claim, Jehovah has allowed Satan many thousands of years to try to justify his claim.
So as the bottom line to this explanation, briefly, Jehovah is still the ruler of the entire universe, but he has permitted Satan free reign over the earth TEMPORARILY, in fact the Bible indicates that the Devil's time is about up.
