i love monarchs, why you gotta get my hopes up for?!
anyways, first of all, a deck that utilizes light and dark attributes is called a twilight deck
-1 spirit reaper (optional, but marsh alone will do)
-1 patrician (slows down your deck)
-1 alector (unrelated to this deck)
-2 warwolf (weak card)
+1 jinzo (optional)
+1 JD (MAIN CARD OF THE DECK, MAX IT OUT)
+1 tragoedia (optional)
-1 gragonith (waste of space)
+1/2 celestia (excellent card)
+1/2 garoth (great milling power + potential draw power)
-1 herald (useless)
-2 jain ( great beatstick but can be replaced)
+1 plaguespreader zombie (very good tuner for this deck)
+1 bw - gale the whirlwind (yet another great tuner)
+1 necro gardna (goes well with this deck)
+2 krebons (optional, if you sync alot, but syncs work well in this deck)
+1/2 lyla (optional, more ls for jd)
+1/2 ehren (optional, more ls for jd)
+1/2 ryko (optional, more ls for jd)
hmm...you might need more darks as well
+1 e tele (optional, if you added krebons)
+1 allure of darkness (optional, for more draw power if you have enough darks)
+1 gold sarc (to speed things up)
-2 book of moon (not so sure this helps too much here)
-2 shrink (useless in this deck)
-1 swords (stall = slow)
+2 solar recharge (great draw power + milling power)
-1 monster reincarnation (beckoning light will do)
+1 dark hole (optional)
-1 horn of heaven (covered by solemn)
-1 seven tools of the bandit (also covered by solemn)
+1 solemn judgment (STAPLE, MUST HAVE IN ANY DECK)
+1 beckoning light (covers monster reincarnation)
-1 magic jammer (again, covered by solemn)
+1-3 dark bribes (optional, but since you like negating so much lol)
+2/3 threatening roar (replaces swords)
+2 bottomless trap holes (STAPLES, MUST HAVE IN ANY DECK)
